DD1391 Development and Technical Review

The Booker Company has personnel with extensive experience in supporting the Headquarters Corps of Engineers and the Office of the Assistant Chief of Staff for Installation Management in the technical review of DD1391 forms in preparation of the submission of the MILCON budget. The insight gained as a result of this experience enhances our ability in the preparation of DD1391 forms. We are able to prepare the DD Forms 1391 and all supporting documentation utilizing up to date guidance as well as the knowledge of what the decision-makers want to see in the DD1391 package. We develop DD1391 packages in support of Grow the Army, medical facilities, the range program, for Military Construction, Army (MCA) program, Defense Health Program (DHP), and Base Realignment and Closure (BRAC) programs.

Booker personnel are experienced in supporting the review and update of DD1391 forms in preparation of the production of the Budget Estimate Submission (BES) and the President’s Budge Submission.

ENG 3086 Review and Management

We provide support in the technical review of ENG 3086’s which are prepared and submitted by the Corps of Engineers Districts as a result of the completion of the parametric design. Our personnel support the Headquarters Corps of Engineers not only in the technical review, but also in the development and management of the “processes” and documentation used throughout the ENG3086 cycle.

PAX (Programming Administration and Execution) System

The Booker Company has over 50 years of combined experience with the PAX System. Our personnel utilize the PAX System in the preparation and review of DD Forms 1391 and ENG Forms 3086 and are experienced in the usage of the PC-Cost and ISCE programs, Army Criteria Tracking System, RPLANS and ASIP

Planning Charrettes

Our in depth understanding of how to bring the Garrison Staff, DPW stakeholders, and facility proponents together, coupled with an intimate knowledge of the DD1391 processor system, allows us to coordinate and facilitate planning charrettes with a high level of efficiency. Regardless of project scope, we have the ability to gather and document the information required for the development of the completed DD Form 1391.

The Booker Company can plan, coordinate the meetings with all levels of command, and facilitate planning charrettes for all types of projects.

Our Planning Charrettes:

	Are at least three consecutive days in length.
	Include meeting with all Installation/DPW project stakeholders
	Involve all engineering disciplines.
	Cause minimal disruption to other installation business.
	Produce a defendable DD1391 programming document.
